Education 2030 Framework for Action to be formally adopted and launched

The Education 2030 Framework for Action (FFA) is to be formally adopted and launched at a high-level meeting, alongside the 38th UNESCO General Conference at UNESCO headquarters, Paris on 4 November 2015.

Global Action Week 2015

On May 30 2015 at the Centre for Training and Consultancy, under Global Action week 2015, Civic Education Teachers's Forum organized students conference "Vote for Education" - 35 public school students from 7 regions of Georgia participated the conference. They placed on the agenda and discussed several topics:
  • Students participation in the process of receiving quality education;
  • Access to quality education for all, regardless ethnic, gender, religious and other differences;
  • Collaboration between students and local government for quality education;
  • Role of students' self-government in quality education advocacy;
Executive Director of Civic Education Teachers' Forum Mrs. Maka Bibileishvili facilitated the event. At the end of the conference students received participants certificates.   
Students participated in the conference in Tbilisi carried "Vote for Education" action,  and based on peer educators principles organized regional conferences on similar themes from June 1 through June 14 in their respective regions and schools.   
















The Winner of the Media Contest - 2014 Media Work on Theme of Education is Awarded by the Georgian Coalition for Education For All

On March 6, at the Centre for Training and Consultancy was held the award ceremony for best media work of 2014 on theme of education. The media contest was initiated and organized by the Georgian Coalition for Education For All to promote media interest toward education and support civil society's and media means cooperation.  
Representatives of media and civil society working in the field of education attended the event.
The contest was announced in the middle of January 2015. By the end of material submission deadline, on February 10 the Coalition received 31 work from 25 journalists - 25 articles, 4 TV and 2 radio broadcast.
It took 3 weeks for the jury composed by the coalition's board members to review received materials and select the winner of the contest. Main criteria for assessment of journalists work were priority/importance of the topic, problem identification/evidence/analyse, presentation skills/form and connections to EFA principles.
As the chairman of the coalition board, Mr Revaz Apkhazava mentioned in his opening speech, the coalition plans to make this contest an annual event and change/improve the format, so the media materials to be prepared specifically for the contest, to separate from each other and have three media categories - printed/electronic, radio and television. For that end, during the discussion, presented journalist provided their suggestions on how to improve the format and make the contest more representative.          
Journalist of regional radio broadcaster "Hereti", Giorgi Aladashvili has received 1000 us dollar and EFA Georgia memorable prize for the journalistic investigation radio broadcast "Dignity Degrading Environment for More than 1000 Students" describing situation in one of the village of Kakheti region, where kids were forced to study in village's grocery store, cowsheds and etc, because of the absence of school building. Throughout of his investigation Giorgi went to the very roots of the problem, addressed local and national authorities. His broadcast found replies in other media means and as a result of his work, the Ministry of Education and Science of Georgia already has started construction works and by the September of 2015 the village will have a new school building.

School Board of Trustees in Georgia - Focus Groups Report

The Main Strategic Directions of Education and Science System Development

On November 21 the Ministry of Education and Science held a conference "The Main Directions of Education and Science System Development", where presented long-term vision on development of education system. Members of the coalition Education for All - Georgia were engaged in working groups at different stages of development of the strategy document.

A conference "For the Reform in General Education System"

The Georgian coalition For Education For All has presented the coalition position paper "For the Reform in General Education System", reflecting recommendations on development of teachers professional associations policy and school board of trustees during the conference organized by the coalition on November 13, at the Radisson Blu Iveria hotel.
The deputy minister of Education and Science Mrs. Lia Gigauri, director of Teachers Professional Development Centre (TPDC) Mr. Giorgi Machabeli, Deputy director of the centre Mrs. Irina Abuladze, representatives of MES agencies, local and international civil organizations and education field experts participated the conference.
Representative of the International Institute of Education Policy Planning and Management, the coalition's chairman of the board Mr. Revaz Apkhazava opened the event. He briefly described the cause of gathering and shared with the audience information on studies conducted by the coalition. The member of the coalition board, president of Educators and Scientists Free Trade Union of Georgia, Mrs. Maya Kobakhidze introduced to participants the vision and position of the Education International regarding teachers needs in relation of Education For All and Millennium Development Goal programs and Post 2015 Development Plan. Noteworthy, that Education International has been engaged in monitoring process of programs fulfilment.
Problem analyse and recommendations on teachers professional associations and school board of trustees, presented at the conference, are incorporated in the coalition position paper and based on conducted focus groups studies and analyse of other countries experience in that direction. The coalition member organizations - Association School, Family, Society (on teachers professional associations development policy) and International Institute of Education Policy Planning and Management (on school board of trustees development policy) respectively, carried focus group studies and elaborated recommendations.
After presentation on each topic participants engaged in discussion. In regards of state policy toward development of teachers professional associations Mrs. Lia Giagauri noted, that although, the Ministry is ready to take steps in that direction to develop favourable environment and stimulating mechanisms, the initiative and demand should be coming from teachers itself when they see a necessity of creating and increasing capacity of such associations, just with outside assistance and incentives alone associations wouldn't fulfil assigned role they should be carrying. The coalition representative, executive director of Centre for Training and Consultancy Mrs. Irina Khantadze stated, that professional associations can't be seeing as just training service providers, but should be developed into organizations, which will have capacity to establish subject professionals network, where they could share experience, carry advocacy, hold conferences, participate in policy development and assessment processes, development of licensed and supplementary textbooks.
Speaking about school board of trustees institute, in Mrs.Tamuna Bregvadze's opinion, who represents International Institute of Education Policy Planning and Management, the coalition member organization, school board of trustees can't be perceived as a separate entity or structure, its perception and respective interventions related to it should be discussed in whole context of the school - in parallel with teachers council, students self government, administration and community and therefore, approaches regarding school board of trustees should be structured on idea of differential, based on context. Education expert and Ilia University associated professor Mr. Simon Janashia pointed, that state's vision and tools should be synchronized, state can't have, for example decentralized vision and centralized tools at same time, or vice versa. That type of model usually doesn't work. This too, he sees as one of the reasons that existing board of trustees are ineffective.
Summarizing the conference Mr. Giorgi Machabeli, Director of Teachers Professional Development Centre expressed Centre's readiness to initiate formation of working group comprising of civil society and MES representatives to develop common vision on state policy and stimulating mechanisms regarding these two issues.

Revaz Apkhazava is a guest on the Radio Liberty program "Today Morning"

The chairman of the board of civil organizations coalition Education For All - Georgia Mr. Revaz Apkazava was invited at Radio Liberty Tbilisi studio to discuss the upcoming conference "For the Reform in General Education System", organized by the coalition.

Focus groups study

The coalition member organization - Association School, Family, Society has conducted a focus groups study under the project to elaborate recommendations on school based teachers professional development and development of teachers professional associations.
Altogether 18 focus group discussions held in 8 regions of Georgia were participated by 81 school principals and 99 teachers, representatives of non Georgian schools among them. Focus groups in each region were divided into two groups - teachers and principals completed the survey separately (8-9 participant in each group). After studied and analysed the discussion records the organization completed a desk study where reviewed the experience of several countries (Baltic states, Romania) in regards of state policy supporting teachers professional development and development of teachers professional associations.
Based of conducted desk study and focus groups results Association School, Family, Society prepared a report reflecting recommendations on the subject.
This recommendations are integrated in the coalition position paper which will be presented to a wide audience during the coalition organized conference on November 13, 2014.  




 

Experts recommendations on capacity development of school board of trustees institution

On October 30  the Centre for Training and Consultancy, under the project carried by the Georgian Coalition for Education For all, hosted expert panel meeting to work out recommendations on capacity development of school board of trustees institution in Georgia.
The meeting were attended by experts in education field - assistant professor of Ilia University Mr. Simon Janashia, Teachers Professional Development Centre (TPDC) consultant Mr. Giorgi Gakheladze and Education Program Management Coordinator Mrs. Maya Bitsadze, #21 public school's board of trustees chairperson Mrs. Magda Janelidze and school principal Mrs. Tamar Amzashvili, the president of Educators and Scientists Free Trade Union of Georgia Mrs. Maya Kobakhidze, members of the coalition and other representatives of educational institutions.
Prior to the meeting, the coalition member organization, International Institute of Education Policy Planning and Management (EPPM) has conducted focus groups study on the subject in 9 regions of Georgia. Each focus group was comprised of 25 people representing school administration, students self government, school board of trustees member teachers and parents.
The coalition chairman, Mr. Revaz Apkhazava along with colleague from EPPM Mrs. Tamar Bregvadze reviewed the results of focus groups study and presented to audience the main problems defined through analyses of focus groups survey.
The meeting has lasted for 2 hours and 45 minutes. Experts discussed presented material, shared their comments and drafted recommendations on the issue. Mr. Simon Janashia suggested to break down acceptable recommendations and evolved problems, along with the recommendations prepared by the coalition into grouped categories, such as cultural, social, structural and etcetera and develop ways of intervention accordingly.
At the end of the meeting, representative of EPPM Mrs. Tamar Bregvadze stated, that recommendations drafted during the discussion will be elaborated and reflected in the coalition's position paper, which will be presented on conference planned by the coalition on November 13.

A Statement of the Coalition on "Beginning of teaching practice, professional development and carrier growth scheme"

Discussion Meeting Between the Coalition and MES

On October 17 at the Centre for Training and Consultancy members of civil organizations comprising the Georgian coalition for Education For All met with the deputy minister of MES Mrs. Lia Gigauri. A memorandum of cooperation signed by the coalition and MES in the summer of 2014 implies conduction of regular discussion meetings between parties on priority issues of general education.
On the meeting held on October 17 parties discussed a new scheme of "Beginning of teaching practice, professional development and carrier growth", parliamentary hearing of which is taking place in these days.
Discussion participants also reviewed a coming conference, planned by the coalition, where it will present the coalition position paper and recommendations on development of teachers professional associations and enhancement of school board of trustees institution. Mrs. Lia Gigauri underlined a necessity of professional associations development, spoke about associations vital role in performance evaluation and defining teachers needs in regards of professional development.
Parties agreed on importance of elaborating state policy, which supports professional associations formation and sustainable development, because strong professional associations is one of the major conditions to improve general education quality.
